In our country banks are known as the core economic activity and plays an important role in helping to grow the economy. Clearly, the success of financial institutions such as banks and consequently the growth of the economy will depend on human resource functions in organizations. Due to this, the present paper is to identify and rank employee performance evaluation criteria categories balanced scorecard approach focuses on the Bank Sepah. At first, variables of framework of balanced scorecard performance measurement, were extracted among study of literature and interviews with experts, then questionnaire was developed. the validity and reliability of questionnaire, was proved. Data obtained from the questionnaires were analyzed using SPSS soft ware and then identified using the techniques of Fuzzy VIKOR ranking factors were classified according to the importance of each.The results of this study suggest that in customer dimention , efforts for meeting customers' demands,in finance dimention the effective use of assets by employee, in innovation and growth dimention, participation in training and development and in internal processes, Membership and attendance at forums and conferences, are the first priorities were important.
